Every resource is a resource provided we know how to tap them. At this stage, it is important to use these resources as spies since both sides' are loyal [loyalty] is to those who can pay more.
Sun Tzu mentioned the use of 5 different spies. I however make will use one type and discard the rest.
Spies are expensive. One thing is for sure, maintain a high level of trust among them.
A spy that cannot be trusted is not worthy to be trusted as a spy at all.
